EU seeks bank bonus 'sanctions'

Europe's leaders will on Thursday call for G20 "sanctions'' against banks that splurge billions on bonuses, seeking to end the kind of excessive handouts seen as partly to blame for the credit crisis.

A hardened European Union position, set out in a draft declaration for an EU summit in Brussels on Thursday, puts the onus firmly on US President Barack Obama to match his fiery message for Wall Street with action.
"The G20 should commit to agreeing to binding rules for financial institutions on variable remunerations backed up by the threat of sanctions at the national level,'' said the draft drawn up for the special EU meeting ahead of a summit of the G20 major economies in the US city of Pittsburgh next week.

The summit statement also calls for "exit strategies to be designed now'' to begin to unwind the extraordinary steps taken over the past two years by governments to prop up their ailing banks and economies.

However, this initiative is not supported by Britain which "wants to make sure we are out of the woods before we start talking about designing exit strategies,'' one EU diplomat said.
